By page 56 of the advanced rules, proclaim seams not to be an action itself in Ivory.
1. Can I proclaim any Recruit or only dynasty Recruits? So also reserve recruit?
2. Is the proclaim considered an effect of the recruiting action?
3. Do I choose to proclaim before or after the interrupt window of the recruiting action?

In Ivory,
1.) You proclaim any Recruit, once per turn, only on your turn. This includes Reserve.
2.) Proclaim modifies the effects of the Recruit action.
3.) You choose to Proclaim a Recruit action when you announce that action. This does indeed happen before Interrupts are played.
