I couldn't find this anywhere, but here is the scenario.
My opponent has a personality with the Emerald Armor attached currently bowed in his home. I attack and he defends with every other personality he has. With that being the case, am I able to Strength of the Earth his personality with the armor attached in his home, as he has no other legal targets in his home?
Emerald Armor xp2: Attaches to an Emerald Champion ignoring costs. This Personality has +1PH and Imperial • Magistrate. Other players may not target this Personality with actions while there is another Personality at his location who is a legal target for the action.
Strength in the Earth
Earth Battle: Target your unbowed Monk. Melee Attack with strength equal to his Force, which may target a card in the Defender's home.

So yes, in this example you may target him with Strength in the Earth.
