Hi there,
My opponent has Asukai, the Tireless in play and has raised his province strength (for example: Fortifications). I play Ancient Feud. Does Asukai prevent it from resetting it to base value? Technically I'd say the Ancient Feud is "affecting" province strength but only because it had a strength above the maximum in this example.
Thank you!

Yes, your opponent's Asukai, the Tireless will prevent your Ancient Feud from enforcing a maximum value to their Province Strength.
Ancient Feud creates a maximum value that tries to enforce itself in Step D of Calculating Stats, and thus does affect Province Strength.
