Conflicting First Opportunity to Act

L5R CCG Rules board, 11 August 2013 to 12 August 2013

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Who takes the first action when each has played a card giving them the first opportunity to take a battle action?

I attack with two naval personalities, my opponent defends with Jade's Roar. As the attacker, I react to engagement by declaring Naval Invasion. My opponent reacts to engagement with Jade's Roar. Who may take the first Battle action in this battle?

We suspect it is my opponent based on the reasoning that at the resolution of Naval Invasion, I have the first opportunity to act or pass. Since the Jade's Roar then resolves on its own subsequently, it changes the game state such that the defender once again acts first (though limited to playing a terrain).

(Naval Invasion) Reaction: After engaging, once per battle, if you are the Attacker and your current army has more Naval cards than the side opposing it, choose your performing Naval Personality: You have the first opportunity to take a Battle action, which he must perform. In cases where multiple cards perform a Battle action, only one need be Naval.

Jade's Roar: Recon Reaction: After engaging at Jade's Roar's battlefield: You have Reconnaissance there. You have the first opportunity to take a Battle action in this battle, which must be a Terrain action.

Your guess is correct. The last effect to be applied, that changes who takes the first opportunity to "speak", wins.
