This feels like the rules question that just will not die...
This past weekend I was testing for GenCon and the situation came up where my opponent had Hantei's Guidance in play when I announced Kitsuki Judgment. My opponent wanted to negate the Political Limited action from Kitsuki Judgment using the Political Interrupt from Hantei's Guidance and I said he could not do so based on THIS RULING which states that the effects of the Seppuku action may not be negated. His argument was that all of the examples for the current rulings in EE are based on cards which negate the actions effects and that is expressly forbidden by the rulebook definition of Seppuku while Hantei's Guidance specifies that it negates the entire action which would prevent the Seppuku effect from ever even attempting to happen. My understanding of the function of interrupt actions based on THIS THREAD in EE is that they read similar to "Reaction: Before an action's effects resolve..." which to me would indicate that even with the Interrupt template used in CoM Kitsuki Judgment cannot be negated with Hantei's Guidance. Can the rules team please chime in and let us know how the interaction between these cards works and if the slight wording difference in Hantei's Guidance will or will not allow it to negate the seppuku action on Kitsuki Judgment?
