Regarding the second action, can I target bowed followers and still use the additional action to perform their action? What about in the case of the action already reached its' maximum number of uses?

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
The clause "as if it were attached to your Samurai" doesn't override the general rule that abilities on bowed cards can't be used, nor does it grant additional uses of abilities. Each restriction must be overridden separately. If the Follower is bowed (and the ability isn't Tireless nor does it say "even if this card is bowed"), you still can't announce the ability. Same if the ability has been used to its maximum number of uses for that turn / phase / battle.
