A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Does the stronghold gold increase from Plantation work with action costs e.g. Traveling Peddler, Broken alliance etc

Plantation Your Stronghold produces one more Gold, to a maximum of five, when paying for a non-Personality card...

"Paying for a card" and "paying for an action" are different things in EE. You shouldn't (normally) get the extra gold if paying for [Fixed], let's say, Traveling Peddler, Broken Alliance or Kitsuki Judgment. [Fixed] Here you are paying for an action, not for a card, even though the action is in a card. Plantation is of no use if you're not paying the gold cost of bringing a card into play.

Note that this is changing and in CoM the costs of cards and the costs of actions that bring cards into play are merging. Since now under the new template the Gold cost is becoming a part of the action that brings the card into play, consider the former answer to have an exception when the action is on a card from an Ivory-legal set and bring a card into play as one of its effects.

Note: Fixed one of the examples given that was incorrect
