If I'm bringing a personality into play, other than during the Dynasty Phase, do I have to pay all it's costs? What if the card has a variable costs directly related to the personality being brought into play?
Like: "If you paid X, where X is the personality's costs: Bring him into play"
Do you have to pay his gold cost in addition to the actions gold cost?

Is this a question about CoM cards? Because before CoM, ie. for all cards printed up until TA, the answer is: Yes, you have to pay the Gold cost of the card entering play (though you can apply Clan Discount to it, whenever possible).
Now, this is going to work differently in CoM and beyond. The Gold you pay in the action's cost (such as Recruitment Station or The Dark Naga XP, represented as an asterisk in the Gold coin symbol) will "replace" the Gold Cost of the card entering play. But in essence, you always have to pay the gold, and you pay it just once, and this is not changing.
