Actions played in one phase with effects in another

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

If I play a strategy as a Limited action during the Action phase that has an effect that only happens in a different phase, is the effect also considered to be a part of the Action phase?

For example, if I were to play A Game of Dice during my Action phase, would its effect be considered drawing a card from a strategy during my Action phase, since the strategy was played during the Action phase? Or would the effects of A Game of Dice be considered drawing cards during my End phase due to the timing of the effect, rather than the phase in which the actual strategy left my hand and resolved?

A Game of Dice - Limited: Draw two additional cards during your next End phase.

It depends on the exact wording of the card that is checking whether the card was drawn or not. Is the card checking for the resolution of the action, or for the draw effect?

A Game of Dice resolves in the Action Phase, but the effect is delayed to the End Phase, and the delayed nature of the draw helps it circumvent most cards that check if you draw cards in the Action Phase. But answering questions about card interactions in a vacuum is tricky. Perhaps we should *Ahem* wait a bit?
