A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Hello,
Please excuse me if this is not the right place to ask that, but I could not find any topic for questions about the Comprehensive Rules itself.
1/ It seems to me that Interference with costs and payments is not quite consistent with Interference with mandatory costs which changed 20 Mar 2013 (to fix Paneki's Mask problem, if I remember right). Have the CR been perfectly homogenized when these rules changed?
Notably, it is unclear when a attachment card searched from a deck will be discarded, at the point where it fail to be attached (according to Costs and restrictions and Search) or after the action ends (according to Abilites and actions).
2/ The 13 Jun 2012 change on Calculating Stats added a distinction of 'current bonuses and penalties that are not restricted by “to a minimum” or “to a maximum”.' and 'current bonuses and penalties that are restricted by “to a minimum” or “to a maximum”' and I just do not understand to which kind of cards or effects it is supposed to be related. What are the examples of cards or situations which required such a calculation?
Thank you for your insights.

The interference with mandatory costs section establishes that the attachment is discarded after the action ends if the action doesn't resolve because the action's (not the attachment's) mandatory cost wasn't paid. That's a fail-safe clause put there so that cards don't remain all game long "suspended" in a resolution area, but they're cleaned up afterwards, but it's part of a bigger picture. The notable changes are here and this.
The other linked rules (by you or me) apply when the action resolves but the entering-play effect fails, so that's the source of the difference. The discrepancy you found is because the situation is related but not exactly the same.

See for example Pillowbook If any card effect reduces my hand size below the minimum, it'll be applied first, then the Pillowbook's trait will try to apply and fail. Note that Pillowbook isn't putting the minimum in the stat, just in the stat penalty. If my hand size is already below the minimum, the penalty fails. Without that rule, Pillowbook could in theory either reduce my hand size, and then the other effect would be stopped by the minimum, or have one effect apply and then the other "ignore"/"override" the minimum and also apply; depending on the order we apply effects, or how we interpret those restrictions. By establishing a clear order, minimums and maximums in stat modifications kick in after the non-restricted modifications have applied. Other cards where this rule applies are Low Market, Plantation, etc.
