Sorry but I'm a little confused about Palmer's ruling here.
What about the action requires a target from the Crane player's side? Is a target required for all players (meaning the action is only legal to play if all players have a personality at the battle field)?

My original ruling was incorrect; there's no required targeting on Desperate Mediation. I've updated it.
