If i have Seppun Ritisharu and fortifications in play, can i bow Fortifications to produce 1 gold?

Your Holdings produce 1 additional Gold when they bow to produce Gold.
I can't think of any Emperor-legal scenario where Fortifications would bow to produce Gold, so Ritisharu can never be triggered by Fortifications. Not all Holdings produce Gold, nor do they all have Gold-producing traits, therefore not always has Ritisharu a production she can increase.
