Can I play Shameless Slander on a personality in my opponent's provinces if he's using the Imperial Palace of Fu Leng?
Palace traits -> When paying for a Shadowlands card: This card produces 3 additional Gold. You do not gain or lose Honor. Your cards may not perform or be targeted by Political actions. You will not bring non-Shadowlands Personalities into play.
Shameless Slander -> Open: Choose your performing unbowed Courtier and target a face-up Personality with higher Personal Honor in a province: The target will enter play dishonorable if he does so this turn.

Cards out of play are also protected by the trait - in this context, "your" refers to out-of-play cards owned by the player with Imperial Palace of Fu Leng. You may not target his Personalities in provinces with a Political action such as Shameless Slander.
