If the situation is reversed and I have Benten's in play with Jurojin's and Ryoshun's being revealed, both Jurojin's and Ryoshun's would enter play successfully (without kicking out Benten's) because Shrine to the Heavens would trigger once per province during the Events phase, per the Turn Sequence rules. Correct?

Correct. As long as it wasn't off a use of Border Keep, where all cards are revealed simultaneously.
