A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Out of curiousity: how does one treat a holding which was found in the deck for playing Peace, but can't be paid for? Does it go back into the deck or is it discarded?
Peace Cost 0 Unique Limited: Search your Dynasty deck for a non-Unique Holding. Bring it into play (bowed), paying all costs.

Per the Good Faith Rule, you may not fetch a holding you cannot pay for: If the action involves putting one or more cards into play as a non-optional effect, the player must be able to meet all costs and requirements to bring those cards into play legally, in order to meet the Good Faith rule. A player cannot announce an action on the basis of a legal card to play, but then choose an illegal attachment or other card for the actual play choice.
Note that I've changed "an illegal attachment or Personality" to "an illegal attachment or other card" in the above, so that all such cases are covered.
If the holding fails to enter play, for example because payment for it is interfered with, the card is discarded; see Search: If an effect directs a player to search for a card and do something with it (such as play it or put it into the hand), and that thing fails, the card is discarded instead.

This is as a follow-up of my question about unpaid holding for Peace. If previously I thought about the inability to pay the cost of an action, I now think about the player's will not to do so while having the means.
Using the aforementioned example of Peace, say, I do have enough options of producing gold sufficient for the holding I look for and find (thus complying with the Good Will Rule), yet I choose not to pay its cost and am ready to see the holding flush down into discard. What's to stop me from doing so?

You must pay costs if you can, unless there has been interference.
See Costs: Costs are mandatory by default.
