And I guess the underlying question there is: When Gaining Advantage says "with a political" does that mean an ability of that card itself, or just a political ability appearing somewhere on the card?

Only keywords placed before the Ability designator, or on the card itself would count. Keywords inside abilities' texts are only part of the ability's text, so are abilities "within" other abilities (or more accurately, as part of another ability's effects). There's no rule basis for the opposite.
