Utaku Mai vs Kyuden Kitsune XP

L5R CCG Rules board, 16 March 2013 to 18 March 2013

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Wanted to clarify this play. My opponent is attacking me and has Utaku Mai at the battlefield. He uses her battle action and says that even though she doesnt move, the wording of her action triggers Kyuden Kitsune's trait. My question is does Kyuden Kitsune XP trait activate when a move in action is announced (regardless of whether movement actually occurs), or when there is actual movement to the battlefield?

Utaku Mai Battle: Target an enemy Personality or Follower: You may move Mai to the current battlefield. If she is now there, give the targeted card a Force penalty equal to Mai's Personal Honor.

Kyuden Kitsune XP Your forests are maddening. Negate the first movement each battle into attacking armies at your provinces' battlefields from other players' actions.

Edit: For some reason, I can't delete this post from my mobile browser, but I found the answer: viewtopic.php?f=59&t=100077&p=1319934&hilit=Kyuden+kitsune#p1319934

This is clearly a case for Dr. Timing Sequence A: Delay, negation, prevention. Apply any ongoing, continuous, or triggered effects that delay, negate or prevent the occurrence that defines the trigger, making the occurrence not happen at the given time. If more than one of these effects conflict, the active player decides the order in which they happen. (Note that failure is not always an effect; i.e., trying to put a card into a state it is already in. Failure of this kind takes precedence over effects that negate, prevent, etc.)

If Mai is at the current battlefield, the movement will fail. This is not negation, it happens before negation, so it won't "use up" Kyuden Kitsune XP's trait
