My stronghold is The Governor's Estate. How do its traits interact with Ninjutsu personalities?

My stronghold is The Governor's Estate. How do its traits interact with Ninjutsu personalities?
(I realize this is a really weird question, sorry.)
In this case the text on Governor's Court will override the Legacy rules for Ninjitsu, and your facedown cards will be holdings.
I'm not sure why you'd ever want to play these cards in concert, outside some Lotus-era drafting, but that's how they'll work.
