I choose my Goju Sawaki to perform Metsubushi.
My opponent has 2 possible choices to play for his next battle actions:
a. He has a Retired Sensei in play to boost up his personalities force. b. He has a personality which can perform a Ranged Attack.
My question is: Does Metsubushi require my opponent to take a battle action that will target the performer of Metsubushi as in (b) or can he simply do (a) and ignore Metsubushi?
Battle: Choose your performing unbowed Ninja: Ranged 4 Attack. TheNEXT TIME this battle the enemy leader takes a Battle action, if it can legally target the Ninja, it must target him.

Metsubushi only forces the player to target your Personality if that Personality is a legal target, it does not force him to take an action which for which that Personality is a legal target. If he has an ability that cannot target your Personality, he may take it, and it will use up Metsubushi's requirement.
