L5R CCG Rules board, 15 February 2013 to 26 May 2013
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Doji Tatsuzo 1 Force 3 Chi 5 HR 7 GC 4 PH Crane Clan - Courtier Political Open: Target a Personality: While he is at the current battlefield (later this turn), you may take a Battle action even if you control no units there. After that action ends, end this action's effects on him.
1) If my first action where I have presence is at a battle with a personality I targeted with Tatsuzo, will that action end the effect on him? 2) If I have 2 or 3 Tatsuzos in play and target multiple people with his action, will one presenceless action end the effects on all the personalities? 2) If I take an action that normally doesn't need presence such as flooded pass at a battle with a personality I targeted with Tatsuzo, will that remove the effect on the personality?

Consensus within the Rules Team is that: 1) The player who used Tatsuzo's ability chooses whether the effect is "used" or not. So, if you have presence (and therefore don't need the benefits granted by Tatsuzo's ability), this won't make the action's effects end (if you don't want to). 2) Each action from a separate source is separate. If you have 2-3 Tatsuzos' actions in effect, you may activate them one at a time and one won't affect the others, effectively granting you (provided the condition remains true) as many actions without presence as uses of Tatsuzo's ability you took. 3) See number 1. If you may take the action normally, you aren't forced to "use up" Tatsuzo's ability's effects. Flooded Pass won't make Tatsuzo's action effects end (if you don't want to).

So I assume I know the answer to this question already, but want to ask for clarity:
If you use Doji Tatsuzo and Target Moto Bob, can you then use a performed action (say Steel on Steel) as your "presenceless action?
Thanks!

Not with Steel on Steel. Tatsuzo only allows you to waive the rule of Presence.
The phrase “Even if you control no units at the current battlefield” is intended to ignore the rule of Presence, but not necessarily Location.
In order to ignore the rule of Location, that forces you to have performers and targets (if cards in units) in the current battlefield, you need another specific text.
However, if the action you're trying to use without presence has the relevant text, it is legal to take even if it is performed. Some notable examples would be Dismissing the Cur, Remember your Ancestors or Inexplicable Challenge. These are all performed but the performer can be at any location, so you may use them as your Tatsuzo's action.

Can you utilize that ability to use a Duel generating effect printed on a character at home, say like Doji Makoto? Can you use it to generate a Duel card, such as Steel-on-Steel or Awed Witness?
My personal hunch is yes to the first, no to the second, as Tatsuzo waives Rule of Presence, but not Rule of Location.

If you read the linked posts to the end, you'll see that the answer (at least for the second part of the question) is already there.
Regarding printed abilities, such as Doji Makoto's, they're still performed by the Personality where the ability is printed on (first item), so the Rule of Location still forces Doji Makoto (or Doji Hakuseki XP2, or Doji Hoturi Inexp, or...) to be at the current battlefield to perform their Battle actions. You can, however, use abilities with the Home keyword or its related exception clause ("Even if not at the current battlefield") e.g. Asahina Munefusa
