If someone swaps their Force and Chi (via Jekku or other cards), are they considered to have a Force Bonus/Penalty, depending on whether it went up or down?
I'm curious if the Personality's Force goes down if they are considered to have a Force Penalty that could be negated by Incense Mill.

Exchanging Force and Chi involves giving one stat a bonus and the other a penalty.
If the penalty is to the Personality's force, this can be negated by Incense Mill's action.
