L5R CCG Rules board, 23 January 2013 to 10 March 2013
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

If I have Seppun Jiramu in play and I have (for purposes lets say) 3 Kakita Yusugi's in my provinces: Based on Kakita Yusugi's text, am I able to buy all 3 Yusugi's for full cost and then proclaim all off them?
Essentially, it's the question of: Is the Yusugi trait referring to "only once" or "at least once"?
Relevant Text: Kakita Yusugi You may take the Proclaim Reaction to Yusugi entering play even if you have already used the Proclaim ability once this turn.
Seppun Jiramu You may use the proclaim action twice per turn
Thanks!

Only once, not more. Yusugi is allowing you to announce the Proclaim rulebook reaction a second time that turn, not further. Otherwise, under the current rules you'd be able to Proclaim Yusugi a trillion times, for a total gain of two trillion honor, something that we would be quite reluctant to allow
If you have Seppun Jiramu already in play, Kakita Yusugi's trait will be redundant and won't help you.

I just wanted to double check something:
"You may take the Proclaim Reaction to Yusugi entering play even if you have already used the Proclaim ability once this turn."
is Yusugi's trait. Does the bolded part implicitly mean "exactly once" this turn? In theory if I've bought, for example, Rengetsu for honour, and a Yusugi, I have proclaimed twice, but grammatically I have "used the Proclaim ability once this turn" as well. Can I buy a second Yusugi that turn for my 3rd proclaim, or does the wording "once this turn" mean EXACTLY once this turn?

"When something checks for the presence of a number of things that is two or more, the check is met by more than that number of those things. Example: If you have four Shugenja in play you meet the condition “If you have two Shugenja in play.”
If the presence of an exact number of things is being checked for, this will be noted by language such as "exactly two" or "only one," or by mentioning two or more specific numbers such as “zero or one.” "

That's precisely what's being discussed.
We'll let you know when we reach an agreement on this.

Not to rush you guys or anything, but since I've been waiting on this, with TA legal I'm looking to finalise some deck builds to test for kotei season, do we have any sort of update on this? viewtopic.php?f=59&t=101528#p1338181

And heeeeeeere it cooooomes...
The CR were updated to clarify this particular kind of wording: Different rules apply when referring to the number of times a certain occurrence has happened. The wordings "once", "twice", "the third time", etc., mean exactly that number of times. If later occurrences are meant to count, wordings such as "third or later" will be used. [ADDED 10 March 2013]
SO Yusugi *still* will work as intended, allowing a second Proclaim per turn only.
