Is there a reason Shigeyuki's ability doesn't say target an enemy personality? All other challenges/duels in Celestial and Emperor make it clear that the target can't be your own personality.
Battle: Target a Personality with lower Personal Honor than Shigeyuki's Chi: Shigeyuki challenges him. He may refuse; if he does, move him home. Both Personalities use their Personal Honor as their duel stat. Bow the duel's loser's unit.

Per the CR on Challenges, challenges must occur between Personalities controlled by different players. It's redundant on other cards where it specifies another player.
