According to the L5R rules glossary "Actions are taken".
According to the recent ruling of Incense Mill "Incense Mill will not negate effects that say an ability may not be used. It only will negate effects that explicitly prevent performing, including traits like those on Akodo Hotaka, Chiisai or Raido no Oni."
Does this mean while using The Forgotten Temple I can use Incense Mill on one of my personalities and then they can take a performed political action?
