I a player plays Urgency's Open and within the limit of 2 non-reactions each some player also plays Urgency's Open, will each player be able to play 2 or more non-reaction actions (again) ? I have a feeling the first Urgency's limit to the number of actions would be overridden by the second but I'm not quite sure.
Big Urgency
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

The effect of a later Urgency does not conflict with the earlier one: it adds an upper limit on the number of actions that may be taken. When multiple limits exist, they all apply.
