Sawai still has to target two personalities at the same battle doesn't he?

Battle: Target two Personalities controlled by the same player: Transfer a Follower from one to the other. If you have Reconnaissance, you may take an additional action

*edit* I think maybe I found the card I was looking for to get a comparison to confirm my question

Daigotsu Yamato Battle/Open: Target your Follower at any location: Transfer it to Yamato. You may take an additional action.

Yamato can move the follower from a personality outside of battle, but, Sawai has to move the follower between two personalities in the same battle.

Correct. Nothing in Sawai's ability exempts its targeting from the Rule of Location (part 1).
