A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I peeked around the search function, but couldn't find anything quite comparable. I apologize if there was a ready example that I overlooked.
Aramasu's Legacy Limited: Create an additional Attack Phase, during which battle resolution does not destroy defending armies or provinces and does not bow your Mantis Clan Magistrates or your attachments. After it ends, if you won any of its battles (even against no units at resolution), you may target a Personality or Holding, bow it, and negate its straightening until after your next Straighten Phase ends.
So Aramasu's Legacy, as opposed to Ambush, creates a new phase, an attack phase.
The uniting theme of my questions are whether effects generated during the Action phase and this new Attack phase can interact.
Question 1:
Exchange of Letters Open: Choose your performing unbowed Personality and target another player's unbowed Personality: Neither may perform actions this phase.
I use Exchange of Letters targeting one of my opponent's personalities during the action phase of my opponent's turn, prior to his use of the Limited Action on Aramasu's Legacy.
Can my performing Personality and my opponent's targeted Personality perform actions during the Aramasu's Legacy Attack phase?
Question 2: After the resolution of the Attack phase created by Aramasu's Legacy, can my performing Personality and my opponent's targeted Personality perform actions during the Action phase?
Question 3: It's well settled that actions taken during a Battle created by Ambush can stack together for the purposes of playing Ring of the Void. However, Ambush specifically does not create a new phase. Will battle actions played during the Aramasu's Legacy Attack phase count alongside non-Kiho Strategy actions taken during the Action phase (either before or after the AL Attack phase)?
Also, I apologize if this question comes too early. It seems that other Seeds of Decay questions were being answered, and these have been itching at me since our Prerelease event.
Thank you!
EDIT: Realized I had misnamed the card. I'm sure that Aramasu's Legacy will be one of Vengeance.

The Attack Phase created by Aramasu's Legacy interrupts the Action Phase: the Attack Phase occurs between the two parts of the Action Phase, not within it, effects that are only applied during the Action Phase will not be applied during the Attack Phase from Aramasu's Legacy, and will re-apply afterwards. However, the Action Phase has not yet ended, so effects that are applied until the end of the Action Phase will still be applied.
For the Ring of the Void, the Attack Phase has its own count of Strategies played, separate from the count for the Action Phase.

The rules for an "Additional Phase" are here: Some effects grant an “additional” phase or segment within the sequence of play. Unless the effect explicitly delays the additional phase or segment, it occurs once the action or trait that granted it has ended, and the opportunity to play Reactions to the end of the action or trait has passed, regardless of what phase or segment the sequence of play is currently in. During the additional phase or segment, the game is in that phase or segment, rather than in the phase or segment during which the effect occurred. Example: if a Limited action creates an attack during the Action Phase, the game is in the Attack Phase and not the Action Phase for the duration of the attack. After the additional phase or segment finishes, the phase or segment in which it was created resumes.
