Can I declare and cast scouring flood as an attacker when there are no defenders? If so, would it count as a successful cast for Ring Of Air(celestial)?
I have no memory...

Nope, because targeting the defending Personality is before the :, therefore it's a cost, which can't be paid.
It's not a cost, per se, but it's a condition you must satisfy in order to declare the action.
Question on Doji Natsuyo xp. Are all Honor cards "Political Honor" cards for purposes of her ability or just those honor cards with a political ability?
The latter. It has to have "Political" and "Honor".
awww....wanted to combo this off with Agasha tunnels. thank you.
Can you attach items to Orochis with the trait: "Will not attach Non-Storm Rider Followers"? Does that prohibition extend to items or just to followers?
Just want to be sure I'm practicing right.
I would argue that yes, you can attach Items.
Because there's other Orochi that don't have any restrictions, and others that do fully, so it'll be specific.
In this case, it's a prohibition against Non-Storm Rider Followers.
Thanks.
In Diamond Edition...can you use right hand of the emperor to discard your regions attached to a province? Thinking about interactions with Khol Wall stronghold...
Well, the Diamond Edition printing of Right hand of the Emperor did not have that ability. It only gained it in Lotus. So on those grounds, no.
And also based on just the base rules, no, because Regions are in play and attached to a Province, while Lotus Ed. Right Hand of the Emperor clearly specifies cards _in_ your Provinces.
Yes
It's possible to play 2 copies of Counterattack to same end of attack phase to create two attacks phases, one after another?
Yes. At least, it was that way through the decade+ that I played the game. It usually wasn't that useful because you couldn't use Units that had been in a Battle Resolution during the previous Counterattack.
It was more in decks using Suspended Terrain, and other tricks to bow the opposing side after a Rallying Cry.
You can if they could Rally.
(Use units in multiple Counterattacks, I mean)
But yes, Counterattack is just a Reaction to the end of an Attack Phase. After you play one and resolve its new Attack Phase, you return to the Action Round for Reactions to the end of the original Attack Phase.
(Note that there's a Reaction opportunity at the end of the Attack Phase your first Counterattack created, too, and your opponent can play Counterattack there - or they can wait, and see if you're going to play another Counterattack in Reaction to their original Attack Phase, and play their Counterattack in Reaction to that)
I've seen that happen a couple of times. It's quite fun.
"if you destroyed any opposing units" - card checks destruction during resolution, or any destruction during battle eg from battle actions?
The Oracle text is slightly clearer, and implies that the Unit destruction is during Battle Resolution.
Only implies, though.
Funny you should say that, Shiwan; the Oracle text of the part in question matches the printed text exactly. :/ I will go ahead and update it for clarity, though. The implication, and I believe intention, is to only check for those destructions from during the resolution. Otherwise, if that's NOT the implication, how far back would you check? That battle's resolution and action phase? That whole turn? The whole game?
Opposing units is clearly self-referential to the current battle. I would say it implies anytime during the battle.
But this is also one of those things it probably doesn't matter which way it is, as long as everyone plays at the same.
Question on OPT. Let's say I used LS' reaction ability on my turn, can I use it on my opponent's turn for attaching a follower as Equip is an open action now. Thanks.
Yeah, you can used it bowed on their turn.
That's amusing, actually. But I read one after the other a few minutes apart, so maybe that's why I didn't notice.
Nice.
Being able to attach stuff on the opponent's turn is so weird, and breaks a bunch of old cards.
