Ruling Question

With the new wording of Moto Chagatai basic for Diamond, "Chagatai is not destroyed for having 0 Chi, unless Chi is 0 after all penalties that last until your turn ends wear off." he now works, that the only time you check to see if Moto Chagatai dies for Chi-Death, is at the end of the owner's turn, after all penalties wear off, correct?

Almost. If he doesn't have any penalties that wear off at the end of your turn on him (say, only permanent penalties or Written in Blood on your opponent's turn) then his trait does nothing. He'll die as soon as he reaches 0 Chi if he is not suffering from a penalty that ends on your turn.

Uncertainty and Shosuro Naname

Can effects that set Chi directly to a peticular value (say, zero) overcome the limitation of can not drop below 1?

No. They are still considered to be effects that give penalties, as per page 62 of the Diamond Edition Rulebook.

shadowlands and honor loss

The problem is, when unreuited love targets a personality controlled by a shadowlands player (can not gain or loose honor), what must they choose?

As per Jeff's prior ruling, the Decision posed by Unrequited Love is merely: Bow the Personality as a cost, or do not.

The honor gains, honor losses, and dishonoring involved are not considered to be part of the decision.

Outmanuevered by Force

I'm pretty sure I know the answer to this, but I want to make sure. For the purposes of playing Outmanuevered by Force, do you count the total force of all your units at home, or only the units that are unbowed?

"These rules hold true any time at which you need to know a unit's or army's Force total, not just during battle resolution." (Diamond Edition Rulebook, page 83)

Outmaneuvered by Force wants a Force total of all units in your home, abiding the rules normally governing unit and army force on page 83 - which includes not counting for as much if you are bowed.

Time to overturn Kuro's Fire ruling?

Kakita Totani (with a +2F weapon) and Shinjo Xushen XP assign in the infantry phase. Some 4 stat shuggie with Kuro's Fire blocks. Shuggie makes a 8F ranged attack and targets Totani, 'knowing' that she will lower it by 2 and Xushen will lower it by 2 more. Then, as a reaction, the RA gets retargetted to Xushen.

What happens? Does Xushen get: Hit by a RA8 Hit by a RA6 Hit by nothing, as the attack is now illegal.

There is nothing illegal about it. It is just like if someone used Tsuruchi Technique to raise the value of the Ranged Attack above the maximum you could choose to produce.

Beyond that, being able to redirect off of Totani is debateable. Once you declare the RA's starting strength, if Totani is the only target that makes the Action compliant, she's the only legal target. You can't redirect Actions to targets the original controller can't legally target with the Action.

I really, really think it's time to just be sensible about this and not allow Kuro's Fire to produce illegally large RAs.

There are plenty of good reasons to re-write Kuro's Fire to work the way you want it to. Regardless of that, Kuro's Fire works as it is written, which restricts your choices on Declaration based on your projection of what will happen on Resolution.

Only Jeff can Errata or MRP Kuro's Fire. Until he chooses to do so, we're going to have to lump it.

That covers everything from Tuesday. If I missed your question, please repost it with the flag [RULES] in a clear and distinct subject line and I'll get back to you at the first opportunity.
