Iuichiban question
Does Iuichiban get +1 +1 from spawning ground, or +2 +2 for being both ogre and Oni?
The Spawning Ground just gives one bonus. You can qualify for it by having any or all of those traits. There is not a separate bonus for each one.
region
Did the rules team get a decision regarding does the shrine of humility 2 point honour gain get negated during a proposal of peace or is it separate to the honour gained when buying a personality at full
It is a separate gain, but it is still honor gained for bring a Personality into play and is negated by Proposal of Peace.
Kamoko's Charge + In mediate Terrain [Rules]
I have a Iuchi Najato in a battle, and a Shinjo Yushiro in the fief. I play Kamoko's Charge, making Najato 3F. After it I Tireless Assault Shirasu into the battle.
Question: Could Yushiro gain the +1F from Kamoko's Charge (making it a 4F Personality)?
Judging by the previous rulings on this card, I'd say Yushiro would qualify. You gain or lose the bonus based on whether or not you qualify for the bonus NOW, not whether you qualified for it when the Terrain was first played. Gaining and losing Cavalry or entering and leaving the battle all toggle the bonus "on" and "off." It affects all of your Personalities and Followers in Cavalry units at this battle for as long as it is generating its effect.
Ikoma Sume
Unicorn Player with Ikoma Sume and a bunch of unicorn units attacks Shadowlands Player with 2 Ashuras. Shadowlands Player has both Ashuras enter into duels where they are both killed. The province survives but the shadowlands army is now gone. (no shadowlands cards were in play at the province during the battle resolution)
For the purposes of Ikoma Sume's ability, does this account as destroying the opposing army?
Sume's ability only keys off of Battle Resolution where entire Armies destroy one another. Killing off the units making up the Army with Actions that address Units or Cards doesn't qualify.
Hida Daizu
1. If you kill a Hida Daizu, and he uses his trait to return to play, does that "Once per game" usage count as a permanent change for the purposes of "The Egg of P'an Ku"? (Would the Egg-copy reflect the fact that he has "used up" one of his lives?)
No. That's not a permanent change to his card. His card still says and does the same exact thing. It is simply public knowledge that this copy of Daizu has already been killed once this game. Egg of Daizu has not been killed yet, so he'll be fine.
2. What is the best way to keep track of permanent changes on a personality if they need to be shuffled back into the Dynasty deck? I find that tokens don't shuffle well... :)
When using sleeves, I personally tend to use a small, flat piece of paper between the front face of the card and the translucent side of the sleeve. Anything you and your opponent or TO agree on should work, however. Just make sure it doesn't impede your ability to randomize your deck or give any player knowledge of what unrevealed cards are coming up and you should be fine.
the infamous Ratling Conjurer, question
I know it says “all ratling in play” or something to that effect, but isn’t there a rule about battles that prevents his power from affecting other ratlings not in the current battle with him?
There is no such rule. The Rule of Relevance, however, prohibits you from taking Ratling Conjurer's Action during the current battle if neither he nor any Ratling Cards were at the current battle since it wouldn't be coming from a card or token at the battle, affecting a card or token at the battle, creating a card or token at the battle, nor affecting the battle itself.
But if you fulfill any of those requirements with your Action, and other cards outside of the battle happen to get benefits as well, you're fine.
Another Kuro's Fire question... (Sorry, Marty!)
If I cast Kuro's Fire with a 4/4 Shugenja, I believe I can perform a single RA of 8, and then do 3 more RAs of 0 if I want to kill some follower tokens or something. Right?
Sure, neither total (number of RAs or Strength) has been exceeded.
However, let's say I use Tsuruchi Technique to increase that first RA from 8 to 11. Can I still perform my follow-up 0s (even though I'm at -3)?
11 + 0 > 8. That total has been exceeded. You can't produce even a Ranged 0 attack, because the total will be greater than 8.

Shrine to Benten, money, and honour (question)
I bow a dishonoured personality along with Shrine to Benten to bring in a personality for full. Do I gain the personal honour, or do I rehonour the personality?
Forwarded to Jeff do clarify what the rulebook means by "involved."

Terrain Question
Player A has a Chizuko and several other naval personalities, one of which is a shugenja, in play and is involved in an attack against Player B. Player B plays a terrain when it's his turn to play an action. Player A then uses Chizuko's ability to give the terrain the Naval Trait. Player B Passes. Player A then bows his shugenja to cast swallowed by the sea to bow the terrain.
OK, you have a bowed Naval Terrain. Being bowed won't have much effect on a given terrain, however. They tend to have continuous effects that give other cards or players abilities, rather than have activated abilities themselves which would be rendered unplayable due to being bowed. Being bowed won't stop a delayed terrain from resolving its effects either. It has already been played.
OK, that looks like everything that hasn't been handled in-thread. If I missed your question, please repost it with the flag [RULES] in the subject line and I'll get to it at the first opportunity.
Thanks,
