<< 1) Suppose my opponent has three Tachiyamas attacking and I have 8 cards in hand (putting his force at 18). I play Flattery and begin discarding cards one by one. Do we recalculate the Tachiyama's force after every individual discard or do I have to beat the original 18?
After every one.
Jeff, This is a follow up? Does the person have to prove that they had cards that totaled at least 19 focus in their hand before they played the action?
No.

When we fold in the cut FV + starting honor convention for going first, do subsequent, tie-breaker cuts also include the rearrange effect, or is it alright just to cut, reveal, grumble at the tie, and repeat until the cut that finally one side wins -- and then execute the bottom-to-top effect?
Yes, that's allowed.
Looking at the expected numbers, this implies that every non-fixed card in the two upcoming expansions will be Diamond-legal. Out of curiosity, does this mean that if you have a card design to which you say, "This is good for Gold, but I don't want it in Diamond," will that card get tossed?
I don't think it will surprise anyone to say that we don't want to print a card with the Diamond bug that we don't want in the Diamond environment.

To be a little more clear, I would prefer a statement like: A cut partitions the deck into two parts, both of which must contain 3 or more cards. The positions of the two parts are then swapped (without internal rearrangement of the cards.)
When your opponent offers his/her deck to you to cut, you *do* have the option of shuffling the deck. Your opponent then has the option to cut the deck (as described in the previous paragraph)
Obviously, if you're offering your deck to your opponent to "shuffle and cut", he is allowed to do more than merely cut it, but that wasn't the question that was asked.
Booster error
I opened up one of my Fall of Otosan-Uchi boosters the other day and pulled fixed card in my rare slot. What do I need to do to get this corrected?
