if i play open arms on a person as i bring them into play, does the raise to the honor required for victory affect my opponent too or just me?

Just you. This is a tentative ruling, because I'm reading between the lines on the card text. To support my interpretation, in Jeff's rulings post dated 5 April 2002:

Is there really an use for [Open Arms], since you don't get any closer to a victory when you play it?

No, but you can get above your opponent or above a crucial value for your other Personalities' requirements.

That's all he wrote. If Open Arms raised the bar for *every* player, I think Jeff would have mentioned it. He's pretty good about things like that. ;)

What happens if a Shadowlands player has less then the 3 required cards to discard?

They discard all they can. Cards aren't discarded from the Fate deck.

What if a non-Shadowlands player has 3 cards in his hand, discards 2 and the third is the 'Ring of the Void', so he plays that as a Reaction, does he have to take his third card from his Fate deck?

Minor clarification: Playing the Ring of Void isn't a Reaction.

Minor point: I'm not sure the Ring of the Void can be played in this instance. Yeah, I know the Ring says it can't be discarded while "an action" is resolving, but there have been a long series of rulings that prevent "one at at time" discards to play the Ring. Another one to flag for Jeff.

The discards only come from your hand. You don't go into your Fate deck.

Is it one honor lose per card or one for the event?

"For each card..." They're seperate losses.

Do they have to come from your Fate hand?

Answered twice above.

What happens if this Event is revealed in your own province and you have no Fate cards in your hand?

You target an opponent and the event stops resolving.
