A rules digest from the L5R CCG rules team, copied from the mailing list archive for Oracle of the Void. The askers' names are left out. Rulings are as they stood on this date; later rulings, the rulebooks and the Rules Archive may differ.
Question
So we had a timing/semantics question about Fight to the Setting Sun and Rallying Cry...
Player A attacks player B. At the end of the resolution segment, Player A plays Rallying Cry. *Then* player B plays Fight to the Setting Sun.
Bzzzt! Fight is played "when" the Resolution Segment ends. Rallying Cry is played "after" the end. Fight *must* be played first.
Regardless, if both are played, Rallying Cry "wins". Fight to the Setting Sun alters which rule you use to determine whether units bow; it does not bow them itself. Rallying Cry prevents bowing from rulebook rules.

Does this then mean that if my opponent moves Rekai exp. into a battle using her ability, and I play Slaughter the Scout, that she is killed before she gets to fire her little bow?
Destroying a card will not stop any effects coming from it that have already been paid for. [AOF rulebook p. 45] No.
Deathseeker poll [PLEASE, READ]
We've talked a lot about client-side custom features, but what sort of capabilities does email provide for server-side applications? In particular, I'm looking for options to address my too largest concerns about this email list:
Mass moderation / meta-moderation of posts that can create a flag that separates an informative post from "me too!"-posts, flames, trolls, spam, and outright falacies without creating a bottle-neck at AEG where some employee has to read every post before it is passed out.
We won't have this until true Artificial Intelligence is created. How on earth are you going to write a program that filters out "outright fallacies" short of something with a full knowledge of the English language?
Post-message editting functionality so that mistakes can be corrected and inappropriate materials removed from the source of distribution before a 24 hour period has elapsed (thus sparing a certain amount of the population from having to read it).
This will only increase the problem of too many replies to the same simple question. If members can't see that someone else has already written an answer until 24 hours later, they won't know that they don't need to answer it themselves.
Togashi Matsuo
Togashi Matsuo's text opens up a small question. If you were to target him with Block Supply Lines in the battle, he then moves to an adjacent battle with no presence and would not be a legal target. However, if you were to target him with Refugees or Tsudao would he still be a legal target for those since those specifically say "this battle?"
Can you play Refugees against a unit at a different battle? No. It doesn't satisfy the Rule of Relevance. Ergo, (pending actual release of the card,) moving Matsuo would cancel it.
Matsuo will cancel every non-Kiho Action card played from hand that I can think of, since he'll always break Relevance by moving. Actions on cards in the battle, and Kihos cast by them, are more likely to still work.
