Quick question about Shiba Tsukimi's reaction that lets her move around: Since a reaction can only be used once per turn, is she only allowed to use her reaction twice in a single battle, or is she able to use her ability at every battle that occurs that turn?

The "Twice per battle" wording overrules the once per turn default that limits actions.
Therefore you may use her Reaction up to twice per battle, every battle that turn, as long as other effects, such as the Second Battle Rule or Accidental Confession, do not interfere with her movement.
