If I have used a damning ceremony limited action which says: Limited: Once per game: Give this Personality a permanent Force bonus raising his Force to equal his base Gold Cost. Permanently give him Shadowlands • Nonhuman • Oni. Lose 2 Honor. And in further time in the game some action ex. Running battle will put back this damning ceremony to my hand can i play it- equip and use it's limited action once more on ex. My other personality?

As long as the used Damning Ceremony goes face down and out of play (such as going back to your hand from anywhere), then it's game state forgets its been used once already this game, and you may then use the ability again.
Conversely,simply going to the discard pile (out of play, but face up) will not reset the card's game state if it is then somehow reattached from the discard pile.
