In the Emperor Edition rulebook the first few steps of performing an action are:
A:Check Conditions B: Announcement C: Choose Performers
In step C, it mentions that, if the constraint asks for a performing card, this is when you choose it. It also mentions that if the action is printed on a Personality, Item or Spell, the performer is always the Personality in question.
My question is, if a action is printed on a Personality or an Item or Spell attached to the personality, is he considered the performing personality during A and B or is he only considered the performing personality at step C and beyond?

He is not performing until performers are chosen in step C, despite the fact he will be the only valid choice at that point.
