A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Regarding Border market and cultist infiltrator, the ruling was:
Jon Palmer wrote:No, because Border Market specifies that you need to choose YOUR performing Personality.
But that doesn't answer the other part of the question. The equip action and Border Market are very similar...
(Equip) Limited: Any number of times per turn, choose your performing Personality and target an attachment card in your hand: Attach it to him, paying all costs.
Open: Bow this card, choose your performing Personality, and target a non-Unique Follower or Item in your discard pile: Attach it to your performer, paying all costs.
...and identical in the phrasing "choose your performing Personality".
How would Cultist Infiltrator...
You may attach this card to a Personality you do not control.
...allow you to bypass the one without bypassing the other? If the restriction on choosing YOUR performer stops Border Market using Cultist Infiltrator, surely the same restriction limits the equip action?

Curious if there's been any resolution to this: viewtopic.php?f=59&t=98951 ?
Also, regardless of the outcome of that discussion, does the cultist's ability to attach to other player's personalities mean that when you do so it is actually your opponent's personality who is performing the equip action?
The Equip Action reads: "(Equip) Limited: Any number of times per turn, choose your performing Personality and target an attachment card in your hand: Attach it to him, paying all costs."
It would seem that in this case, the cultist's ability to attach to other players' personalities wouldn't matter, because you can't choose their personalities to perform the Equip Action. And it looks like to me that regardless of Cultist's trait, the card becomes attached to the performing personality.
Or does Cultist allow you to entirely bypass the Equip Action, and attach it without using an action (since all of his text lines are traits).

Under discussion.

Apologies for the delay, but we are still working out the proper wording for the fix for this paradox.
As a general L5R rule, if something seems like it won't work at all, or like it will work too well, that's probably not how it's going to end up.

Since Gencon's a week away, I was wondering if there had been any resolution to the Cultist Infiltrator conundrum.

Surely the "simple" rules answer to this would be along the lines of:
In the case of Border Market, it's a card that specifies your personality as targeting. However in the case of Equip rulebook action, the "cards override the rulebook" rule applies. So in the case of equipping using the Equip Ltd, the card's trait overrides the rulebook. Then the only problem is with regards to cards such as Border Market, where the 2 cards conflict.
Hope that made some kind of sense, even if it's not useful
