Can I use Kitsu Miro's ability to create an ancestor personality at a battle where I have no personalities and Miro is at home? For that matter can I even use Miro's ability if she is not at the current battlefield?

Kitsu Miro's ability satisfies Presence because its "effects say they are able to ... bring into play one or more of his units there".
Kitsu Miro's ability does not usually satisfy Location, both because she's performing the action and because the ability is on a card (her!) in a unit not at the current battlefield. However, Halls of Memory's second trait allows her to ignore Location when using her Battle ability.
