If I play Scandalous Rumors, and my opponent "targets" his own character whom he targeted with Consideration, does that trigger Consideration, negating all of the effects of Scandalous Rumors? It seems painfully counterintuitive to have the action negated when it isn't Scandalous Rumors' owner doing the targeting.
Similarly, if that's how it works, it would cancel other cards like Mysterious Deaths. Also dumb, though less likely to happen. I'm assuming there are other examples where a player must/may target one of their own personalities due to their opponent's affects, and imagine this just isn't how Consideration was meant to function.

Yes, that's how it works.
Consideration doesn't care who does the targeting, only that the targeting is by/from "another player's action".
Compare its wording to Armor of the Heavens. THAT one cares that "another player" does the targeting, so would NOT trigger from Scandalous Rumors or Mysterious Deaths.
Both it and Consideration are worded as they are intended to function.
