If my opponent targets my scorpion personality with an action that would destroy him, I announce Loyalty of the Scorpion and my opponent reacts with Inexorable, am I able to choose to not pay the costs due to interference? Or, since the target nor the costs were interfered with am I forced to pay the mandatory costs of selecting a scorpion personality to destroy? Thank you for your help!
Loyalty of the Scorpion vs Inexorable
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

The latter.
Since the neither target nor the costs were interfered with you must choose a Performer and pay the mandatory cost of destroying him.
