i used A Paragon's Strength range 7 to try to kill a 8F kensai with a weapon.
he said ok since the range str is not enough to kill him... i then reacted with Archery Range to make it a 8F range attack.
question is after i have reacted with archery range,
1. Can he still react with Hundred-Fold Cut to negate the destruction?
or
2. Can he still use redirection like chugoseido/ryoshun'sguidance/benten'sblessing/bladeofchampions and the like to redirect it?

1) Yes.
This is because the trigger for the Ranged Attack strength increase Reaction is the negation Reaction you mentioned; after targeting. So, the opportunity to take them remains until both players pass their chance to react to that trigger.
2) No.
The Reaction trigger for target-changing actions such as those you mentioned is "when [an action would; or thereabouts]", and "when" comes before "after", so the opportunity to take such Reaction would have already passed.
[Fixed!]

Regarding http://www.alderac.com/forum/viewtopic.php?f=59&t=98130, I note a problem.
For question 1, certainly after Player A had used Archery Range, Player B could react with Hundred-Fold Cut to negate the destruction.
However, for question 2, from this topic http://www.alderac.com/forum/viewtopic.php?f=59&t=98017&p=1293505&hilit=would+target#p1293505, it was clearly stated that "would target" comes before "after targeting." Thus, the window to use redirection would have passed.
