Growing Hostility and Basic Lesson
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
If I'm playing a game and Growing Hostility has already resolved and I want to play Basic Lesson how much gold do I have to pay? Do I still just pay the four gold or do I need to pay five to make a holding?
You must pay the 4g cost of Basic Lesson during the Pay Costs step of the action sequence.
Then, during the Action Resolution step, you must pay the 1g cost of the newly created holding, to bring it into play.
Note that these are completely separate payments, and cannot be combined.

Why do you have to pay the 1 gold? Basic lesson never actually brings a holding into play. It CREATES a token holding in play, and that token does not even exist until it is already in play. So, in essence, the holding does not actually exist (and does not have a gold cost) until AFTER it is already in play. Am I reading this correctly? If a card said to create a personality with base gold cost of 6, would that mean you have to pay the 6 gold as a cost to create the personality? I don't understand why the costs in this case have to basically be paid retroactive to the card actually being in play and why there is basically another pay costs phase after the action has already resolved. Is it another added cost that is created by growing hostility? Does the effect count as interference with mandatory costs? Can I play basic lessons paying four gold but then not pay the 1? Can I pay the 1 gold with luxurious silk since the entering play cost is still part of the action (eg, the phrase create a card is basically create a card and bring it into play)?
EDIT: Also, I will point out that basic lesson's action of "create a holding" does not specify that you must pay all costs of the holding to put it into play. I know it doesn't say that you ignore costs either, but I just thought that I'd point that out since all the other cards currently specify whether or not you pay costs of bringing them into play or not.
Is it another added cost that is created by growing hostility?
No. While the Gold Cost of the created Holding is modified by Growing Hostilities, the cost has always been there from the Holding's normal cost of 0G, which must still be paid.
Does the effect count as interference with mandatory costs?
No. Interference with mandatory costs only effects costs associated by targeting a specific card.
Can I play basic lessons paying four gold but then not pay the 1?
No. To even announce Basic Lesson, you need to be able to pay the costs associated by the Holding it creates. (Costs and restrictions: Optional costs) Since you know that Growing Hostility modifies the Gold Cost of the Holding out of play, you would need to have the 1G available to pay for it, prior to announcing the action.
Can I pay the 1 gold with luxurious silk since the entering play cost is still part of the action (eg, the phrase create a card is basically create a card and bring it into play)?
No. The Gold Cost is on the created Holding and is separate from any effects from Basic Lesson. (Costs and restrictions: Optional costs)
With regards to Basic Lesson not telling one to specifically pay the costs of the Holding it creates entering play, all Costs are mandatory by default. Card effects will explicit state if any costs associated with bringing a card in to play are modified or waived. In the case of Basic Lesson, no such waiver exists, so one must pay all costs to bringing the Holding in to play, even though the effects of Basic Lesson don't specifically state that.
