Does that mean that that she can use that reaction in every battle she is in? So she could use it in one battle twice, see a resolution (say as a defender) then move to another battle (say with Ring of Water), then at the new battle field use the reaction twice again?

Twice per battle is exactly that!
Assuming your opponent took enough Battle actions at each province and she didn't see a Resolution Segment as an attacker, then you could use her Reaction up to 8 times a turn (possibly more if Two Fronts had been played!).
