http://rules.l5r.com/EE_Glossary_P-Q#Perform "A Personality or Follower is performing an action if its controller is the player taking the action (or, if the Personality or Follower is out of play, if its owner is the player taking the action), and any of these things is true:
* The action is from an ability on the Personality or Follower. * The action is from an ability on an Item or Spell in the Personality’s unit. * The Personality or Follower is chosen or designated as a performer in the action's constraints block, using the word "performing." "
http://rules.l5r.com/EE_Abilities_and_a ... performers "At this step, an action’s performers must be chosen, in the order the performers are mentioned. An action's performers are any Followers or Personalities mentioned in the constraints block with the adjective "performing." Additionally, if the ability is on a Personality or Follower, that card is a performer"
If I announce an action on an item in my personality's unit like Pearl of Embers (Battle/Open: Bow this card: Straighten this Personality.), is my personality performing the action without being chosen as a performer?

Yes, that's correct.

Under discussion!

Leaving aside the general question - still under discussion - of "may not" vs "will not"...
Since I am not choosing a performing personality when taking an action on him or his items/spells, am I able to successfully announce and resolve an action on a personality who has been targeted by a "May not perform actions" effect? The choice is to announce the action performed by the Personality: such an announcement is not permitted by a "May not perform actions" effect.
