My opponent controls Imperial Favour. I'm using Favor Political Limited and discard KOxp Favor token as a cost. Does my opponent lose his Imperial Favor because it makes favor uncontrolled?

To discard the Favor as a cost means to pass it from your control to the uncontrolled state. However, effects that discard the Favor will make the favor uncontrolled no matter who controls it.
Favor Political Limited: Discard the Imperial Favor and a card: Draw a card.

You may substitute discarding a Favor token from this card for discarding the Imperial Favor as a cost.

No, because you are discarding a Favor token instead of the Imperial Favor: you aren't actually discarding the Imperial Favor, so it does not become uncontrolled.
