A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
A player, 10 April 2012
For purposes of reading a card, if a timing is not provided is 'currently' implied.
I have a personality with an attached Khol Regulars (8 cost follower)
As a reaction to my straighten phase, he is targeted with Sleepless Nights. I react with Suitengu's Surge to remove him from the game temporarily.
My event "are you with my resolves" lowering all followers in and out of play gold cost to a minimum of 1. (to my knowledge, the Khol Regulars attached to my person hit by Suitengu's Surge is neither In nor out of play, as it is removed from the game)
Start of my opponents turn, he re-enters play with his Khol Regulars attached. He hits me with a limited duel and killed. I want to attach the Khol Regulars from my discard pile to somebody else (lets say with Dragon Guard City) . - Are they effected by "are you with me" to have their gold cost reduced, even though they were not even in the game at the time of its resolving?
If "*currently* in or out of play" is implied then I'd say no. But if it applies a global effect adjusting my gold cost.
If I reduced its gold cost to 0 via Yoritomo Ehiko exp before it died? would it still be effected by the minimum 1 (in case the reduction and the minimum act differently)
Suitengu's Surge
Reaction: After an action targets a unit you control, bow this Shugenja and target the unit: Remove it from the game, preserving bowed status and all attachments and tokens on its cards. Its owner returns it to the game in that state after the next turn begins, in his home under his control, without considering it to be entering play.
Sleepless Nights
Reaction: After a Straighten Phase begins, target a Personality: Negate his straightening this Phase. Straighten him when the turn ends.
Are You With Me?
Until your next turn begins, reduce the cost of all Followers in and out of play by 6, to a minimum of 1.
Basically, is 'currently' implied by effects that target all of a certain type of card in and out of play. Or would cards that re-enter the game or be created gain those effects as if they were "In or out of play" at the time. (Because of previous rulings saying folks that were removed from game could not be hit with 'even if out of play' effects or effects that were already applied but delayed)

Removed from the game is still Out of Play (see Areas of the game; it simply takes a specific effect to move them to another area, which is the reason those delayed destruction effects don't bring them into the discard pile.
Are You With Me? will reduce it's gold cost in the case you describe.
The "minimum 1" on Are You With Me? only refers to reductions due to its own effect; other effects can still lower the cost below 1.
