As I understand the present rules, and specifically the definition of "permanent(ly)" as an ongoing effect (?), if I use Shrine of the Sun targeting a resolved Wanderers Revealed in my opponent's discard pile does the card nerfed by Wanderers recover all its wiped keywords, traits, and abilities?

Yes, a "permanent" effect is currently, and has always been, defined as an ongoing effect with an implicit duration of "until the game ends".
So, Shrine of the Sun could indeed "undo" the loss of traits, keywords, and abilities from Wanderers Revealed.
