A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

In the answer to this question, MacBeth quotes the targeting restrictions on Ranged Attacks, which must be "in the current enemy army"
That does mean that Tsuyoshi's Reaction doesn't do anything unless there's a battle going on, right? Or does an army exist even when no battle is happening, such as during most Action Phases?

Unless there's a battlefield somewhere, there's no army to be found.
Army: "One or more units in a given side at a battlefield."
There's nothing for Tsuyoshi to target during a typical Action Phase, when no battle is occurring.
