Is attaching a weapon that has +4F printed on the card considered giving the personality a 4F bonus?
Regards,
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Regards,
The Personality gets a force bonus of 4.
However, note that this is not a force bonus from an action.

How can this force bonus not be from an action? Isn't Equipping the item an action?
From the comprehensive rules: Equip
Limited: Any number of times for turn, choose your performing personality and target an attachment card in your hand: Attach it to him paying all costs.
Another follow up question: I realize that equipping a weapon gives a force bonus for that turn. Does it count as a force bonus on the following turns after it was equipped?

Much like things that produce gold for actions cannot be used to pay for attachments involving the Equip action, the force bonus itself comes from the attachment, not the Equip action.
The force bonus will still be a force bonus on future turns.

Not to be argumentative, but doesn't the attachment come from the Equip action? Doesn't this ruling ignore the origin of the bonus? Also, as a general remark, it is somewhat unintuitive to explain that a force bonus from an action doesn't count the Equip action. Your explanation regarding gold payments for the Equip action also makes no sense, considering the Equip action is an action. Equip actions require gold cost payment. In fact, I would go so far as to say that the Equip Action wording makes it sound like you aren't paying for the attachment; you are paying for the Equip action, since attachments cannot be attached without the Equip action or another similarly worded action.

Also (hopefully the last question):
If a card negates force bonuses (not just force bonuses from actions), does it negate bonuses from weapons, or will the weapon immediately reapply since it is a static bonus?

The Equip action creates an Instantaneous effect that brings the item into play and attaches it to the performing Personality.
The Item gives the Personality a force bonus as a Continuous effect.
The force bonus is not an effect of the Equip action, it's an effect of the item.
Regarding costs, the Equip action goes through this procedure. There are no costs of this action to be paid in step D. Instead, in step E, Action resolution, the effect "Attach it to him paying all costs" is created, and this follows the procedure for playing attachments. The costs of the attachment are paid in step D of this procedure. You must pay for the attachment, but the action that attaches it does not (usually) have any additional costs.
The reason that "paying all costs" is spelled out is because some actions bring cards into play ignoring costs, or modifying the costs in some way, and we had repeated questions asking whether the card had to be paid for if the action bringing the card into play didn't specify one way or the other: all abilities now specify whether costs must be paid or not. However, the principle that the cost of an attachment is not one of the costs of the action that does the attaching has not changed.
As a counter-example, if the Equip ability said: Limited: Any number of times for turn, choose your performing personality, target an attachment card in your hand and pay its costs: Attach it to him ignoring costs. then you would be correct, and the cost of the item would be a cost of the action. But that's not how it works.
