If I target a 5F monk with a Ranged 5 attack and he overlays, does he still get the force penalty from Koshin Keep?
What about if I target the monk with a Ranged 3, and then another Ranged 3, after which the monk overlays? Does the new personality produced have a force penalty?

No. These are ongoing effects, which only stick with the overlaid Personality, not the overlaying Personality.
